Subjects of reference of the Committee on Science and Higher Education are:
1. Defining and implementing policies for secondary, higher and postgraduate professional education and supplementary education, science and innovation in science and higher professional education, does not contradict the policy of the Russian Federation in the field of education and science.
2. Formation and implementation programs of development secondary, tertiary and postgraduate professional education and supplementary education; considering the needs medium and long term priorities of social-economic development of St. Petersburg.
3. Management and coordination scientific-research and educational activities institutions of secondary, higher and secondary professional education; development and implementation of scientific programs and projects for the benefit of St. Petersburg.
4. Other problems in the field of education in accordance with the laws of the Russian Federation and St. Petersburg.
