Recognition of foreign state documents on education, degrees and academic titles in the Russian Federation is exercised on the basis of:
- The Lisbon Convention of 1997.
- Law of the Russian Federation «On education» (Article 28)
- Federal Law «On Higher and Postgraduate Professional Education» (Article 5 and Article 23)
- Order of the Ministry of Education and Science of 14.04.2009 № 128 «On the procedure of recognition and equivalence in the Russian Federation of international documents on education»
- Other regulations

At present, Russia has agreements on mutual recognition of education with all the former Soviet republics except the Baltic states, Georgia and Uzbekistan.

The decision on recognition and the establishment of equivalence of certificates and academic degrees accepted by the Federal Service for Supervision in Education and Science (hereinafter - Rosobrnadzor).

Annually publishes a newsletter Rosobrnadzor indicating the States, with which Russia has agreements on mutual recognition of qualifications. Holders of documents on the total and average (full) education, issued in these states are exempt from the procedures for recognition and provide the selection committee of educational institutions the original national document on general education and their translations into Russian and notarized.
